Kontrollstrategi för tillfällig föräldrapenning (Arbetsrapport 2011:2)

Projektets syfte är att undersöka möjligheten att tillämpa kontrollstrategier utvecklade inom skatteområdet på bidragsfusk och oavsiktliga fel inom socialförsäkringsområdet. Med fusk avses medvetna fel i uppgiftslämnandet från bidragsmottagaren. Olika kontrollstrategiers effektivitet jämförs med hjälp av en datorbaserad optimeringsalgoritm.

 

Is Early Retirement Encouraged by the Employer? Labor-Demand Effects of Age-Related Collective Fees (Working Paper 2011:1)

In Sweden, employers pay non-wage costs for their workforce in the form of legislated employment tax and collective fees. For parts of the workforce, the collective fees are progressive with respect to the employee’s age and wage. The objective of this paper is to examine how non-wage costs affect voluntary early retirement. 

What are the effects of reforms promoting fathers’ parental leave use? (Working Paper 2010:3)

Since the introduction of parental leave in Sweden a more gender-¬equal division of such leave has been targeted. To this end, a number of strategies have been applied, and three major reforms have been introduced. parents who shared the leave equally. This study investigates and compares the effects of these reforms on the division of parental leave.

The results indicate a strong effect from the first reserved month, a more modest but clear effect from the second reserved month and, so far, no effect from the gender equality bonus.  

 

Do Time Limits in the Sickness Insurance System Increase Return to Work? (Working Paper 2010:1)

This paper analyses the effect of introducing a mandatory law for assessing working capacity on the 91st and 181st days of the sick spell. Taking advantage of the quasi-experimental feature of the intervention, increased exit rates are found in the time periods before each of the assessments. This suggests that the positive effect mainly stems from the increased monitoring of the assessments. The results are more positive in big city areas than in smaller municipalities, indicating that larger labour markets create better opportunities, and stronger incentives, to work.

 

Ohälsoarbetet inom socialförsäkringsadministrationen 2000-2009 (Arbetsrapport 2010:2)

Arbetsrapporten har tagits fram som underlag till ISF:s rapport 2010:6, Regionala skillnader i sjukförsäkringens utfall. Texten är en sammanställning av uppgifter om sjukförsäkringsadministrationens arbete under 2000-talets första årtionde med fokus på sådana omständigheter som i ISF:s rapport har bedömts kunna påverka förutsättningarna för en likformig tillämpning av försäkringen. Uppgifterna är till största del hämtade ur socialförsäkringsadministrationens egna publikationer, främst årsredovisningarna. Sakförhållanden har strukturerats och i vissa fall kommenterats av rapportförfattaren. Uppgifterna är dock beroende av vad som lyfts fram av administrationen i dess egna publikationer.

Syftet med att publicera denna rapport är dubbelt. Dels att visa på vilket underlag de slutsatser bygger, som dras i ISF:s rapport 2010:6. Dels att ge en översiktlig bild av sjukförsäkringens arbete under de senaste tio åren. För den som ska gå vidare med fördjupade analyser bör föreliggande rapport inte användas som direkt källa men den kan ändå nyttjas som ett sätt att få en överblick och allmän förståelse som kan behövas för att sätta in vidare studier av sjukförsäkringsadministrationen i sitt sammanhang.
