The ISF is a type of Swedish government agency where the Director General has sole decision-making authority. The agency will also have an advisory body appointed by the Government.
The objectives of the agency are to strengthen compliance with legislation and other statutes and to improve the efficiency of social insurance administration through system supervision and efficiency control.
System supervision refers to the process of examining whether a supervised entity’s internal control system guarantees accurate and uniform application of legislation and other statutes.
Efficiency control refers to the process of examining whether an entity’s operations are efficient in terms of the Government’s commitments.
The ISF’s area of supervision and control is social insurance and adjacent activities. This primarily includes three agencies: the Swedish Social Insurance Agency (Försäkringskassan), the Swedish Pensions Agency (Pensionsmyndigheten), and the Swedish Tax Agency (Skatteverket). Adjacent activities also includes interfaces between the social insurance and regional and local authorities.
It is outside the scope of the ISF’s mission to take a position on individual cases. Nor will the ISF have normative functions or any possibilities for sanctions. The ISF will not represent the Government on legal issues and will not be responsible for providing the general public with information about social insurance legislation or administration.
