Background

The first initiative to establish the ISF was taken in the Budget Bill of 2007. As part of this Bill, the Government argued that it was imperative that the rule of law and the efficiency of the social insurance system be placed under continuous and independent scrutiny.

In March 2007, the Government appointed a commission to investigate the future supervision of the social insurance system (Dir. 2007:24). The commission presented its report to the Government in January 2008 (SOU 2008:10). The commission proposed that a new government agency should be established to implement system supervision and efficiency control of the social insurance system.

The next step was taken in November 2008 when the Government stipulated the instructions for establishing the ISF. In March 2009, the Government appointed Per Molander as Director General and assigned him the task of setting up the new agency.
